Info:
Andrea was addicted to alcohol for a long time. She found purchase on Phillip, her husband. When she lost her job due to her pregnancy with Pohebe, she started drinking again. Because of that, the child got ADHD and became a really difficult daughter.
Andrea always had problems raising her. Phoebe never acted like a typical girl and refused the girly presents from her mother. They didn't get along well and used to struggle a lot. In the end, Andrea abandoned her family and left Phillip as a lone parent.

Info:
He was born in Gotham. He never had any reason to leave his hometown. Phillip died during an accident at work, when Phoebe was 7 years old. She had to move into the local orphanage, for there was no legal guardian left.

Phoebes Story:
Phoebe was born with ADHD, therefore it was pretty complicated to raise her.
She often clashed with her mother. In the End she abandoned the family and left Phoebe alone with her father.
At that time, the girl was five years old.
Phillip did his best to nurture his daughter, who didn't really acted like a girl.
She always felt more comfortable in boyish clothes and while playing with toys that were meant for boys.
Sometimes she asked herself, if it was possible to be born in the wrong body.

Her father suddenly died because of an accident. Her mother was untraceable and so the girl had to move into an orphanage.
That was, when she was seven years old.
Phoebe refused to believe, that this facility was her new home. She ran riot and quickly became a notorious Rebell in the orphanage.

When she was eight years old, Phoebe ran away for the first time. She roamed the streets of Gotham and accidently caught Vanish, while she was getting rid of a corpse.  The girl was nosy about what was going on, but Vanish told her to go away.
The girl followed her anyway throughout half of the night and told the strange woman about her life.
Vanish listened to her story, but she told her that she didn't have time for such things. Phoebe went back to the orphanage.

When she was eleven years old, she coincidentally met Vanish again. Phoebe immediately said, that she admired her work.
Vanish, alias Ellie, took some time to listen to the girl. After a whole day full of conversations, Phoebe asked Vanish to adopt her. The woman refused to this, forshe had no capabilities to accomodate a child. So the girl went back to the orphanage again.

Phoebe ran away for the last time, when she was fourteen.
She desperately searched for Vanish to make a request.
Phoebe wanted Vanish to make her disappear without a trace. She even had a plan to create the illusion of her own death:
The plan was, to take a random corpse, that Vanish would have to remove anyway. The Ashes would be put into an cinerary urn and be anonymously sent to the orphanage. There would've to be an evidence to the avertible origin of the Ashes.
Since things like this happened sometimes, during Vanish's everyday work, the plan wasn't really far-fetched.
Phoebe threatend to kill herself in reality, if she wasn't given the chance to get a new life on her own.
Vanish couldn't refuse to this and burned the next corpse she detected...
The oprhanage got a package and a letter with a death note.
Phoebe was officially dead and had a chance to start a new life in the underground of Gotham.

She cut her hair and changed her style to look more like a boy.

- Phoebe has a gap between her upper incisors
- She has to retch when something smells like honey
- Her favourite color is green
- She admits to herself that she's transsexual, when she's 19 years old
- According to the name, Vanish gave him, he calls himself Pip starting from his official "outing"
- Pip is a short form from "Phillip" - that's the name of Phoebes Father

This Drawing shows Phoebe at the age of 14; Vanish is about 39 years old at that time. Batman is 35.
So she is not a specific OC for the Series "Gotham", but a general DC/ Batman Universe OC.  
I thought about a sidekick for Ellie and during my drive to work, my brain came up with Phoebe.
